Public Participation Budget (PPB) is a great initiative aimed at involving Kazakhstan’s citizens in budget management processes. For more than five years, city residents have had the opportunity to propose ideas for improving public spaces and attract government funding for their realisation. However, the project has been struggling to operate effectively almost everywhere — except in Almaty. In fact, Almaty residents submit applications for the Public Participation Budget 2.4 times more often than residents of all other regions combined.
What lies behind Almaty's positive experience, and how it could help other cities across Kazakhstan — these questions were explored by Ekaterina Beskorsaya from a solutions journalism perspective.
